Every Ontario driver needs to carry their vehicle permit (commonly called “car ownership”) while behind the wheel. Losing it can feel stressful especially if you’re about to drive, sell your car, or you’ve just been pulled over. The good news: the replacement process is fast, affordable, and available across the GTA.
Driving without proof of vehicle ownership is an offence under the Highway Traffic Act. If pulled over, you could face a fine of up to $1,000. Replace your permit as soon as possible.
What exactly is “Car Ownership”?
In Ontario, the document most people call “car ownership” is officially your Vehicle Permit. It’s issued by the Ministry of Transportation (MTO) and proves you are the registered owner of the vehicle. It includes your name, address, vehicle details, and a plate portion that must stay with your licence plate.
Step-by-step: how to replace it
1.Visit a ServiceOntario location
You must replace your vehicle permit in person at a ServiceOntario centre. There are dozens of locations across the GTA in Toronto, Mississauga, Brampton, Markham, and Vaughan. Most are open Monday–Friday 8:30am–5:00pm, some Saturdays.
2. Bring the required documents
You’ll need proof of identity and vehicle ownership. See the checklist below for exactly what to bring.
3. Complete the application form
At the counter, you’ll fill out a Vehicle Permit replacement form (Form 0259). Staff can assist you with this — it only takes a few minutes.
4. Pay the replacement fee
The current fee is $32 (cash, debit, or credit). You’ll receive a temporary confirmation — your new permit is mailed within 4–6 weeks.
5. Keep the temporary copy with you
Until your new permit arrives, keep ServiceOntario’s stamped receipt or interim document in your glove box as proof of your application.

Special Situations
If your ownership was stolen: File a police report first, then bring the report number to ServiceOntario. This protects you in case someone tries to fraudulently transfer your vehicle into another name.
If you’re planning to sell the car: You cannot legally transfer ownership without the permit. Replace it before you complete the sale — the buyer and their insurance company will require it. Once your replacement is issued, your old permit is void, so if you happen to find the original after the fact, destroy it and keep only the new one.
If you recently moved: Ontario requires your vehicle permit to reflect your current address within 6 days of moving. Bring proof of your new address when you visit ServiceOntario.
If both portions are missing: Your permit has two parts — the vehicle portion and the plate portion. The plate portion must stay with your licence plate at all times. ServiceOntario replaces both together under the same application and fee, so there’s no need to file two separate requests.
If your car is beyond repair: Sometimes a lost ownership comes up when you’re dealing with a vehicle that’s no longer worth fixing. If that’s the case, a scrap car removal Mississauga service can often handle the paperwork and tow the vehicle without requiring you to produce the original permit — making it one less thing to worry about.
Tip
Some ServiceOntario locations offer online appointment booking. Check the ServiceOntario website for your nearest location — booking ahead can save you 30–60 minutes of wait time, especially at busy Toronto or Mississauga centres.
